Tartalmi kivonat:The year of 2012 brought many major changes in the Hungarian constitutional life. The new Fundamental Law of Hungary and the changed and transformed competencies resulted a Constitutional Court with new underlines. The new Fundamental Law of Hungary led the way to a new Act on the Constitutional Court, and also the Plenary Session of the CC adopted new Rules of Procedure. Before 2012, the petitions manifestly unfounded were not rejected by the Plenary Session or the Panels, but by the President of the CC. It has changed and since 2012 there is a new actor in the procedure of the CC: the single judge designated for three months by the President. The single judge – while using its three competencies – first of all lightens the tasks of the President, and also the Plenary Session and the Panels. In the last 4 years, 7 single judges rejected the petition without examining it on the merits in more than 600 cases. This publication tries to analyze those 634 cases, and tries to find the common points and tendencies and also to raise not only practical but theoretical questions about the single judge procedure of the Hungarian Constitutional Court.
