Tartalmi kivonat:The theme of the study is to demonstrate, where can the national parliaments take part in the European decision making process, and how is it possible to scrutinize their government in european matters. The study also specifies the Hungarian scrutiny model from the arrangements until the voted act. The study is introduced with the relating European Union Treaties — the developing of the national parliaments from Maastricht Treaty till the text of the working group of the Convention. Afterwards drafts the European Union decision making process — points out where can the national parliaments give their word, where are the key points where can influence the legislative proposals. Secondly, delineates the groups of the possible scrutiny systems by giving experiences from the old member states. The third part of the study is about the Hungarian scrutiny model. In details: the preparation phase of the act, the debate between the Government's proposal and the Parliament's concept (the conciliatory forums among the four parties). Finally, fully explains the scrutiny modell of Hungary through the act and gives further opinions for the future: how could it work in practice and what could be the problem in the use.
