Summary:After the decade-long absence of nationwide law, the Hungarian legislators introduced a regulation for prostitution within the framework of two Decrees of the Minister of the Interior in 1923 and in 1926, based on previous local laws, which were mainly featuring a reglementational system. The hypothesis of my study is to prove that reglementation turned out to be an appropriate solution to handle prostitution as the sole alternative for the legislators of the time. Reglementation aims for creating possibilities for women who are legally engaged in prostitution to be under medical supervision, and also to be registered by the police for their own protection. Secondly, the model of prohibition forms an alternative, which calls for criminal prosecution of violators of the general ban on the phenomenon. In my study I created an impact assessment model with the use of statistical data along with the methods of iurisprudence and social science tools in order to assign the achievable goals for the legislator. The results of my research corroborate the established hypothesis. The regulation proved to be sufficient in its time, both to suppress criminal acts related to the social phenomenon and to ensure a legal way to practice prostitution.
