Tartalmi kivonat: | In my paper, I demonstrated the execution of the Act 42 of 1870, the first act about the Organization of the Hungarian Public Administration, with regard to regulation of the district administrator (szolgabíró). I examined the archive material of the Hungarian Royal Ministry of the Interior (Hungarian National Archive, Documents of Ministry of the Interior K150 117., 118. bundles). The district administrator was an elected officeholder in the counties in compliance with the feudal traditions whose mandate took six years. I analysed the salaries and the complementary allowances of the district administrator in the municipalities in this paper. The analysis presents that the municipalities determined diverse salaries for the district administrator which depended on the budgets of the municipalities. The Ministry of the Interior had rights to confirm the public administration plans, but the councillors of the Ministry of the Interior did not strive for uniformity referring to working conditions of the district administrators. This fact shows that the ministry had not intention of establishing a Hungarian uniform administrative layer. |
