Summary:The study analyses the provisions addressing persons with disabilities stated in the new Fundamental Law. The overall aim of these provisions is to give the possibility of people with disabilities to enjoy their fundamental rights, and take the advantage of fully participating in society and in economy. For this purpose, Hungary prohibits any discrimination on the basis of disabilities and protects persons living with disabilities with special measures. Besides, the state protects Hungarian Sign Language as a part of Hungarian culture. This paper tries to prove that the state under the rule of law, such as Hungary, has a special mandate to improve the situation of people with disabilities.
