Tartalmi kivonat:In the beginning, this work reflects on the development of the legal administration systems in Europe, England and in the United States, in other worlds compared the Continental and the Common law legal systems. The essay elaborates on the causes of the current situations of the administration system, and the local government system within. Furthermore I attempted to show the connection between legal instruction and society, and the legal profession of the different countries. The work shows that the difference among the American, English and Continental legal profession, and the professional administration go back to historical, medieval roots. In contrast with the English situation where the legal instruction remained in the hands of the profession with a practical knowledge, the European legal instruction, first of all served the system of the governmental authority thus their legal education has been conformed to the authoritarian aim. In the United States, legal profession has been connected to the economic life of the civil society, and the local legal knowledge and administration system has been adapted to this. Being aware of the historical facts has made it possible the fully understand why the legal administration systems in these different legal cultures vary in method, knowledge, practical relevance, and practical expertise but it could be seen similarities as well. The historical and sociological research of Hungarian legal profession and administration staff has shown the special reasons that led to the conformation of the Hungarian administration and local government system to the European “mainstream”.
