Tartalmi kivonat: | The paper discusses agrarian social policy and social security in Hungary at the beginning of 20th century. Contemporary agrarian social policy mostly focused on the questions of gaining landed property and of creating an independent existence, which was reflected in social political discourse of the time. However, the idea of a compulsory social security scheme for agricultural workers was not formulated. The study explores the major reasons of neglecting this field: (1) social policy was seen as part of the possible reform of the great landed estates that the political elite wanted to postpone; (2) the contemporary liberal-paternalist mindset regarded the social circumstances of agrarian employment as contractually regulated between the employer and the employee; (3) the legitimisation of the elite for industrial workers who were seen as politically more alert than agricultural labourers; (4) the traditional detachment of Hungarian upper and middle classes from lower classes, especially agrarian workers. The First World War and its repercussions, however, showed the importance of finding solution to these problems and stimulated the social political discourse, even if it did not bring about a fundamental change in compulsory welfare schemes. |
