These elections were characterised by some specific features. A „revolution in numbers"occured: 375 million voters in 27 states could elect their 736 representatives against 785 members of parliament in the previous 2004-2009 cycle. (The turnout was 43%, 161 600 000 european citizen voted). Besides there was an uncertain situation because of the doubtful forthcoming Irish referendum on Lisbon Treaty. Finally it was essential: how the financial and economic crisis effects the voters' electoral behavior, how they evaluate crisis management of the incumbent governments. Whether this particular political context has changed the so called secondary character of the European elections by increasing the european dimension of the politics and elections. Contrary to preliminary expectations the opportunity and necessity of the more sucsesfull crisis management on european level did not increase the european dimension of the elections. The decline of the electoral turnout has continued, it was the lowest in the history of the European elections. The 2009 European elections have not disproved the former findings inconnection with the second order character of the European elections. However the temporal position of the elections in the national electoral cycle has played much smaller role than in the previous elections. Concerning the electoral success or decline of the government and main parties the picture is also much controversial, less clear-cut. The country-specific features of the political context and the crisis management have strongly influenced the electoral behaviour in each country. That is why the second order character has less strongly appeared than in the previous European elections. Concerning the election results the two types of the elections (the first order national and the second order european) are coming near to each other.
