These countries are linked each other to the common historical, cultural and economic roots, furthermore the combination of social policy between free competitive capitalism and Soviet-type monolithic systems. The trend of the development has been unbroken for decades. and as a result of that, in scientific discourses has become widely accepted that the "Nordic-Scandinavian or social democratic-institutionalist" welfare model has been special features within the group of European welfare systems, next to the continental, Anglo-Saxon and Mediterranean model. The starting point of this paper is that the Scandinavian model is contain long run stable attributes and also dynamically changing elements and these stabilty and flexibility ensure the adaptability and sustainability of the welfare system. The authors justify there assumption by examining the early stage of the welfare state in Sweden. First of all, the authors looking for the main factors that have created the Swedish welfare state, which have developed from the end of the 1950s. The conclude of this paper, that the emergence of the model-wise Swedish welfare state was preceded by the economical, political and social development of the country, which –on one hand- greatly contributed to the country's relatively rapid withdrawal from the shock caused by the global economic crisis, and on the other hand partly create and partially stabilizing the conditions of the development. However, this can only be seen as an important stage of a centuries-long process, which has contributed to reducing social inequalities.
